{"id":49957,"date":"2025-12-15T13:03:33","date_gmt":"2025-12-15T18:03:33","guid":{"rendered":"https:\/\/smallfarms.cornell.edu\/?post_type=guide&#038;p=49957"},"modified":"2026-05-18T16:13:59","modified_gmt":"2026-05-18T20:13:59","slug":"movement-of-non-ambulatory-animals-to-slaughter","status":"publish","type":"resources","link":"https:\/\/smallfarms.cornell.edu\/es\/recursos\/guide-to-direct-marketing-livestock-and-poultry-2\/movement-of-non-ambulatory-animals-to-slaughter\/","title":{"rendered":"Movement of Non-Ambulatory Animals to Slaughter"},"content":{"rendered":"<p>In March of 2009, the USDA FSIS published a final rule to amend the federal meat inspection<br \/>\nregulations, requiring a complete ban on the slaughter of cattle that become non-ambulatory after<br \/>\npassing initial FSIS inspection.75 All cattle that are non-ambulatory disabled (\u201cdowner cattle\u201d) at<br \/>\nany time prior to slaughter at an official establishment, including those that become non<br \/>\nambulatory disabled after passing ante-mortem inspection, are to be condemned and properly<br \/>\ndisposed of according to FSIS regulations. Animals with fractures of the limbs or injuries to the<br \/>\nspine should not be transported to slaughter.<\/p>\n<p>This decision overrides the July 13, 2007, FSIS rule, \u00abProhibition of the Use of Specified Risk<br \/>\nMaterials for Human Food and Requirements for the Disposition of Non-Ambulatory Disabled<br \/>\nCattle; Prohibition of the Use of Certain Stunning Devices Used To Immobilize Cattle During<br \/>\nSlaughter\u00bb (the SRM final rule). The previous rule allowed a case-by-case re-inspection of cattle<br \/>\nthat became non-ambulatory disabled after ante mortem inspection. This allowed inspectors to<br \/>\naddress individually the rare situations in which an animal that was deemed by FSIS as fit for<br \/>\nhuman food at ante-mortem inspection and then subsequently suffered an acute injury.<\/p>\n<p>In a July 2016 final rule, FSIS removed a provision that allowed establishments to hold for<br \/>\ntreatment veal calves that were non-ambulatory because they were tired or cold.76 The rule<br \/>\nstipulated that, in addition to all non-ambulatory disabled cattle, all \u201cnon-ambulatory disabled<br \/>\nveal calves \u2026 [must] be condemned and promptly disposed of in accordance with 9 CFR<br \/>\n309.13.\u201d 77<\/p>\n<p>Animals that are disabled or unable to move must be segregated and moved to covered \u201csuspect\u201d<br \/>\npens, given that they are less resistant to weather conditions.78 Disabled livestock must be<br \/>\nhandled using humane methods.
