{"id":49941,"date":"2025-12-15T12:46:50","date_gmt":"2025-12-15T17:46:50","guid":{"rendered":"https:\/\/smallfarms.cornell.edu\/?post_type=guide&#038;p=49941"},"modified":"2026-05-18T16:13:57","modified_gmt":"2026-05-18T20:13:57","slug":"usda-food-safety-and-inspection-service-fsis","status":"publish","type":"resources","link":"https:\/\/smallfarms.cornell.edu\/es\/recursos\/guide-to-direct-marketing-livestock-and-poultry-2\/usda-food-safety-and-inspection-service-fsis\/","title":{"rendered":"USDA Food Safety and Inspection Service (FSIS)"},"content":{"rendered":"<p>USDA\u2019s Food Safety and Inspection Service (FSIS) is responsible for ensuring that meat,<br \/>\npoultry, and egg products are safe, wholesome, and properly labeled and packaged.59 The<br \/>\nDepartment is also responsible for assuring that state meat and poultry inspection programs for<br \/>\ncommerce within that State are at least equal to Federal standards. In addition, products imported<br \/>\nfrom other countries must be produced by a system that is equivalent to that employed by the<br \/>\nUnited States. USDA statutory authority lies with the Federal Meat Inspection Act, the Poultry<br \/>\nProducts Inspection Act, and the Egg Products Inspection Act.<\/p>\n<p>The Federal Meat Inspection Act defines specifically the kinds of animals that must be<br \/>\nslaughtered and processed under FSIS inspection. Animals mentioned under the act are<br \/>\namenable; animals not mentioned are \u201cnon-amenable\u201d (not covered or unanswerable) under the<br \/>\nAct and these animals are exempt from FSIS requirements for meat inspection for intra-state,<br \/>\ninterstate and foreign trade. However, states can put in place further regulations for meat<br \/>\nproducts from non-amenable animals.<\/p>\n<p>The Agricultural Marketing Act of 1946 (Voluntary Reimbursable Inspection) allows FSIS to<br \/>\ninspect exotic animals under a voluntary inspection program. The producer must pay for the<br \/>\nvoluntary FSIS inspection. FSIS regulations governing the slaughter and processing of exotic<br \/>\nanimals do not require HACCP or risk assessment. At present FSIS is considering the addition of<br \/>\nfarm-raised bison, elk, deer, and other species to the list of animals requiring USDA inspection.<\/p>\n<p>A provision of the Federal Meat and Inspection Act permits states to have a cooperative<br \/>\nagreement with USDA FSIS, where by states may have mandatory inspection programs equal<br \/>\nthat of the federal standards. The federal law limits state inspected \u201camenable\u201d animals to<br \/>\nintrastate commerce. New York does not have a USDA FSIS equivalent program for New<br \/>\nYork\u2019s state licensed plants. Therefore, despite the fact that all New York slaughterhouses are<br \/>\nNew York State inspected, there are no New York Slaughterhouses that are USDA equivalents.<\/p>\n<p>The USDA\/FSIS is responsible for inspection of meat, poultry and processed meats and poultry<br \/>\nproducts in interstate and foreign commerce. FSIS inspectors examine each animal before (ante<br \/>\nmortem) and after slaughter (post-mortem) for visible defects that can affect safety and quality of<br \/>\nmeat and poultry products.
